Arthur J. Bourque III – President/CEO
Arthur founded Surveillance Specialties, Ltd. in 1986 specializing in covert video surveillance. He is considered an expert in the field of technical investigations and noted for his innovative work in covert video surveillance. He has been President and CEO since 1991 where he oversaw the growth and expansion of the company.
Prior to founding SURV, Arthur spent twenty years with the Massachusetts State Police primarily in the Office of Investigative and Intelligence Operations. He holds a Bachelor of Science in Law Enforcement from Boston State College and a Masters of Education from Boston University. He is also a graduate of Babson College Command Management School.
Justin E. Davis – COO
Justin Davis has spent the majority of career in the IT industry primarily responsible for enterprise-wide IT system implementations involving the deployment of large-scale databases and front-end applications. Over the past decade, Justin worked for an internet software startup, Harte-Hanks Data Technologies (HHS) and most recently Dendrite International (DRTE). In his role of COO, Justin is responsible for overseeing all operational components of the organization and is ultimately responsible for delivering solutions that positively affect bottom line growth.
Justin holds a Bachelor of Arts in Political Science and Economics with a minor in Legal Studies from Wheaton College. He also holds an MBA in Management with concentrations in Marketing and Finance from the Graduate School of Business Management at Northeastern University.
Joan B. Bourque – Executive VP
Joan Bourque has been with SURV for over twenty years after a lengthy career working for a number of high tech firms. As a software engineer at MIT – Lincoln Labs, she was involved in the development of a highly classified military tracking system for the U.S. Government. In addition, she worked as a systems programmer at the Government Systems Division of RCA. In her role as Vice President of Finance, Joan is responsible for the financial operations of the company.
Joan holds a Bachelor of Science in Mathematics with a minor in Education from the University of Massachusetts in Amherst.
